11.a) Ordinance making an appropriation to the Special Revenue Fund in the amount of $10,000 for The Rescue Effect Campaign Grant from the American Society for the Prevention of Cruelty to Animals (ASPCA) for Fiscal Year 2026; authorizing the City Manager, or his designee, to execute all documents necessary to accept said funds
