4. Comments from the public to members of the city council concerning items that are not on the city council agenda. People wishing to address the council should sign up prior to the start of the meeting. A three-minute time frame will be adhered to for those addressing their concerns. Since comments from citizens are not posted agenda items, the City Council is prohibited from deliberating or taking any action, other than a proposal to place the item on a future agenda. 7.(a) Resolution Approving Extension of The Contract for Operation and Maintenance of Jointly Owned Lake and Canal Systems Between the City of Wichita Falls and The Wichita County Water Improvement District No. 2 In the Amount Of $309,562.00

7.(b) Resolution authorizing the change of the Authorizing Official from the City Manager (Darron Leiker) to the Chief Financial Officer/Director of Finance (Stephen Calvert) on all existing active grants through the Office of the Governor, Public Safety Office

7.(c) Resolution authorizing City staff to accept and approve applications for placement of memorial markers in City right-of-way (ROW)

7.(d) Resolution approving the programs and expenditures of the Wichita Falls Type B (4B) Sales Tax Corporation Board and amending the budget to include funding in an amount up to $500,000 to Sheppard Air Force Base (SAFB), and approving the programs and expenditures of the Wichita Falls Economic Development Corporation (4A) Board and amending the budget to include funding in an amount CITY COUNCIL AGENDA PAGE 3 OF 4 up to $500,000 to SAFB; both to support the strobe light repair project for the main runway at SAFB for a total of $1,000,000
