4. Comments from the public to members of the city council concerning items that are not on the city council agenda. People wishing to address the council should sign up prior to the start of the meeting. A three-minute time frame will be adhered to for those addressing their concerns. Since comments from citizens are not posted agenda items, the City Council is prohibited from deliberating or taking any action, other than a proposal to place the item on a future agenda. Staff may provide factual statements in response to inquiries or recite existing policy.

8(a) Conduct a public hearing and take action on an ordinance to move Chapter 26 -Business Regulations, Article VI – Food Establishment Rules to Chapter 58 – Health, Article VI; amending in its entirety; and providing for codification i. Public Hearing ii. Take Action
8(b) Ordinance amending Ordinance No. 52-2023, the fee schedule Section 6. Health, 6b. Environmental; providing for severability; providing that such ordinance shall not be codified; and providing an effective date
8(c) Ordinance making an appropriation to the Special Revenue Fund for the Public Health Education Account in an amount up to $3,000 received from Superior Health Plan to support the Healthy Cooking Classes Initiative, and authorizing the City Manager to execute contract accepting same
8(d) Conduct a public hearing and take action on an ordinance amending the Vitek Planned Unit Development District regulations to add “services” as a permitted use to the Planned Unit Development District; determining that the meeting at which this ordinance was passed was open to the public as required by law i. Public Hearing ii. Take Action
8(e) Ordinance appropriating $13,977.62 to the Special Revenue Fund for additional direct award grant revenue from the State of Texas for the Texas Department of Transportation Selective Traffic Enforcement Program (“Operation SlowDown”) Wave Grant for Fiscal Year 2024 and authorizing the City Manager to accept said funds
8(f) Ordinance applying for and accepting up to $4,128,000 from the Federal Highway Administration through the Active Transportation Infrastructure Investment Program for the section of Circle Trail along Lake Wichita
